ACS Professional Staffing is looking for a full-time employee to work on-site with our client. This position is located in the Communication Test and Energization (TETD) organization within the Commissioning and Testing (TET) group in the Transmission Services (T) business line. This full-time contract Commissioning and Testing Engineer position provideson-site engineering and project management services for construction projects. The position also provides support, as a field electronics engineer, with specialized responsibility for coordinating and performing the testing of communications and control equipment in high voltage electrical substations, radio stations and control centers, as well as modifications and additions to the existing installations on the system in Oregon, Washington, Idaho and Montana. In addition to field installations,there will be laboratory testing as well.The position is located in Vancouver, Washington with 95% travel anticipated.

Confer with engineers, internal customers, and others to discuss existing or potential engineering projects.
Assist in planning and implementing research methodology and procedures to apply principles of electrical theory to engineering projects.
Prepare/draft specifications for Contracting Officers’ (COs’) use in the purchase of materials and equipment.
Assist with design, implementation, maintenance, and improvement of electronic/electricalinstruments, equipment, facilities, components, products, and systems.
Operate computer-assisted engineering and design software and equipment to perform engineering tasks.
Create electrical drawings, reports, andcalculations to support recommended engineering solutions for electrical systems.
Assist with and coordinate construction, installation, maintenance, support, documentation and/or testing activities that enable compliance with specifications, codes, and customer requirements
Perform detailed calculations to compute and support recommended construction, and installation standards and specifications.
Assist with inspection of completed installations and verification of operations to validate conformance to design and equipment specifications and compliance with operational and safety standards.
Assist with redesignto commission and verify proper electrical circuit function and that all equipment designs meet applicable standards.
Assist with by providing schedule and progress information for construction projects
Draft or review writtenwork plans/functional tests.
Perform troubleshooting and provide technical support to craft/customer personnel.
Attend project scoping meetings or design reviews, recommending changes to specification diagrams based on technical and operational issues.
Propose field man-hour estimates and develop recommended outage/transition plans to facilitate project implementation.
Work with design staff during engineering phase to understand design philosophy and provide field information/valid requirements.
Apply diversified knowledge of engineering principles/practices in broad areas of assignments and related fields.
With guidance from more experienced personnel, facilitate projects on site, including scheduling outages through outage coordinator, and verifying that materials arrive on site.
Assist in testing of communication equipment including SCADA, SONET, microwave radio, Transfer Trip, and PLC’s (Programmable Logic Controllers).
Assist with on-site field testing and commissioning of communications equipment.
Test fiber optic cables.
Draft technical laboratory reports and commissioning test documents for communications equipment.
Bachelor’s Degree in Engineering isrequiredpreferably in the fields of Electrical, Electronics, Radio Frequency or Computer Engineering.
1 - 4 years’ experience inengineering concepts, principals, and practices isrequired.
Knowledge of components and facilities found on a regional transmission system is highly desired.
Proficiency with Microsoft Office Suite products, such as Word, Excel, PowerPointandOutlook, including Microsoft Office 2010 isrequired
Knowledge of design standards such that Engineer can review, and correct Transfer Trip design, RAS and Data systems design, Microwave Radios, and Fiber optics is highly preferred.
Strong attention to detail and analytical thinking abilities are required.
Act as a team player; consistently model outstanding customer service skills, with demonstrated willingness to go the extra mile.
Ability to effectively manage multiple work assignments and changing priorities.
Demonstrated ability to effectively learn new programs and skills.
Skill in oral and written communication to effectively fulfill client/customer/team requirements; able to present and describe issues clearly and concisely.
Be self-directed, punctual and have an excellent attendance record.
This program demands a professional staff which travels a good deal of the time; this position will be expected to work effectively with minimal interaction & direction.
95% travel to various field locations - Duty station located in Vancouver; travel throughout service area is anticipated
This position requires a level of physical ability to perform frequent walking, bending, stooping and overhead work.
Anticipated overtime approximately 10%.
Must possess a valid US Drivers License
